What are Service Districts?
 
In response to the Every Child Matters Green Paper, Sheffield has been divided into seven areas called Service Districts (see map).  Service Districts have a responsibility for helping to ensure that the five outcomes of Every Child Matters are achieved by all children and young people living in the area. Service Districts will bring together partners working in the local area including schools, early years settings, health and the voluntary/community/faith sector to work on collaborative projects which focus on locally agreed priorities. 
 
The Children and Young People’s Directorate has organised front line children’s services into multi agency support teams (MAST). The teams will work in close partnership with universal and specialist services. MAST represents integrated children’s services aimed at Tier 1 and Tier 2 working to improve well-being, attendance, learning, behaviour, health and social care. They aim to reduce duplication and to improve service responsiveness to children and families through the co-ordination of support and the use of information sharing processes outlined in the Sheffield Integrated Practice Manual (www.sheffieldsafetynet.gov.uk)
Specialist services will still be delivered on a city-wide basis such as services for children with Special Educational Needs and Safeguarding services.
 
The teams and the joined up work in every area will be lead by the Service District Manager, who will report to the 0-19 Partnership Board.  The Service District Partnership Board is made up of a multi-agency group with representatives from all key stakeholders.  A local plan  - designed by the board, will include the key local priorities for the service district, and identify how collaborative inter-agency work will operate to tackle these priorities. The local plan will cover collaborative working only and will link closely to the citywide Children and Young People’s Plan.

The Internal Review of Service Districts has now been completed.  Although it does not give ready made solutions for the future development of Service Districts, it does highlight a number of key issues and makes a number of recommendations.  A clear communication and consultation plan has been drawn up, and as part of this plan, a summary of the review report is attached below for your information. 
 
The next stage of the review process will be to develop options around the main recommendations, namely ‘Continuum of Provision’, ‘Governance and Access’, ‘Commissioning’ and ‘Consultation and Communication’.  Working groups are currently being established and will be led by key Officers, and the timescale for the development of the Options is planned for the spring school term, from now until May.
 
Once developed, the options will shape a large scale formal consultation exercise, to be undertaken through the summer months.  The consultation document will be circulated widely for stakeholders to consider and will be posted here on the Service District and City Council websites.  Presentation and consultation events will be held in localities across the city, providing opportunities for further discussions.  Responses to the consultation will be welcome from both organisations and individuals, and once collated centrally, a further communication will be made, ensuring all stakeholders receive regular updates.  The findings from the consultation will inform the development of a strategy document which, after approval, will be implemented to ensure more effective ways of locality working.    
 
You will of course be informed in detail about each of the next steps, including the consultation phase and how you can get involved.  As the Service District Review highlights, communication is a key issue, and we fully appreciate the need to ensure that there are opportunities for full engagement and contribution of stakeholders at each stage of development of Service Districts.
